Chapter 4

I reached into my cargo pocket.

Every MP on that deck watched my hand.

I pulled out the slim black folder. The classified security bands around it had the specific marking that anyone at a certain clearance level recognized before they finished reading it, and the two MPs were at that clearance level, because the station's MP unit was cleared for the operations I had been attached to during the eight months their station had been under review.

I held it out to the nearest officer.

He took it.

He opened the first page.

His face changed before he finished the first paragraph. The second MP leaned in over his shoulder and the color left them both in the specific sequence of people whose world has just been rearranged by a document.

I looked at Hayes.

"My name is Master Chief Rebecca Kane," I said. "And I am not here for an inspection."

Hayes looked from me to the folder and the irritation in his face moved through several stages, ending somewhere that was not irritation. "What is that?" he demanded.

The MP did not answer immediately. He turned the page. His fingers were not steady.

"Sir," he said, "you need to read this."

Hayes took the folder.

Two thousand sailors stood under the afternoon sun in their dress whites while Vice Admiral Richard Hayes, forty years of naval service, third fleet command, four stars, read the document that had been prepared for him over fourteen months by an investigative team he had not known existed.

The parade ground was so quiet I could hear the gulls over the harbor.
